Hamas Female Suicide Bomber

According to the Jerusalem Post:
Eight IDF soldiers were wounded on Thursday as the army intensified its efforts to stop the ongoing Kassam rocket fire from the Gaza Strip. A female suicide bomber detonated an explosion near soldiers in the Jebalya refugee camp Thursday evening, the IDF said. Three soldiers were lightly wounded by the blast. Hamas later claimed responsibility for the attack.
Is there some subtle point in International Law that I'm missing here. Hamas controls the Palestinian Authority. Hamas sends suicide bombers to kill Israeli soldiers. Is that not an act of war that would allow Israel to do whatever they want to do to retaliate. Huh?
